Clifford M. Maurer, Captain, United States Navy (Retired) Joins Marstel-Day Advisory Council

Maurer, former Commanding Officer, Naval Facilities Southwest, has joined the Marstel-Day Advisory Council at the invitation of the company's president and founder, Rebecca R. Rubin. Cliff is an independent consultant in the fields of energy solutions, sustainability, and infrastructure & construction contracting with the Federal Government. His Naval career as a Civil Engineer Corps officer spanned more than 29 years. He served as Naval Facilities Engineering Command's Operations Officer, Strategic Business Officer and Energy Officer, supporting a global organization of over 16,000 persons. He held command on three occasions, including Naval Facilities Engineering Command's largest business unit, NAVFAC Southwest. There he led an organization of over 3,000 professionals, with an annual volume of business in excess of $3 Billion. At NAVFAC Southwest he championed the Navy's foremost smart energy and sustainability program, delivering the Department of Defense's first solar power purchase agreement under the Section 2922(a) authority and secured the Navy's first microgrid demonstration project at the three San Diego Installations. Throughout his career he has amassed extensive experience in: public works management, energy solutions, utilities operations, construction and service contracting, environmental engineering, strategic planning, risk management and disaster recovery. His Naval career took him to positions around the globe, including contingency operations in Bosnia-Herzegovina and twice in Iraq. He is a graduate of the U.S. Naval Academy, holds a master's degree in Civil Engineering from the University of California, Berkeley and completed the Advanced Management Program at the Wharton School of Business, University of Pennsylvania. He is a member of the Acquisition Professional Community, a registered Professional Engineer in the Commonwealth of Virginia and a Certified Energy Manager. He currently serves on the Board of Directors of the San Diego Post of the Society of Military Engineers (SAME) and is a past president of that organization. He is also a member of the American Society of Civil Engineers.
