The basis for salary increases provided to employees of participating organizations was generally evenly split between performance (32%), cost of living (35%), or across the board (31%). Documented performance evaluation plans exist at the vast majority of participating organizations, with most organizations using a combination of skill- and goal-based metrics for evaluating performance.
