According to the lawsuit, Gallup allegedly violated the False Claims Act by allegedly overbilling and inflating estimates in their contracts with the US Mint and the State Department. The lawsuit alleges Gallup kept two sets of books, one internally with the accurate estimates of hours required, and allegedly one that had inflated cost estimates that was used to bill the government higher contract prices.
