8.1. System Capabilities. The USAF’s baseline requirements for an Installation’s EMNS are the following components (T-1):

8.1.1. Network Alerting System (NAS): which consists of e-mail, text messaging, and desktop pop-up notifications to USAF personnel.

  • Evidence of Compliance: Desktop Alert currently provides these requirements to The Army and Air National Guard Nationwide and well over 1 million DoD users at numerous DoD agencies. Further evidence of compliance is by virtue of the fact that the company shares alerting information across competitive boundaries via secure Common Alerting Protocol integration, secure API interfaces and secure e-mail gateways.

8.1.2. Telephone Alerting System (TAS): which consists of the capability of dialing work, home, mobile numbers and Short Message Service (SMS) text.

  • Evidence of Compliance: Desktop Alert currently provides these requirements to The Army and Air National Guard Nationwide and well over 1 million DoD users at numerous DoD agencies.

8.1.3. Giant Voice: which consists of the capability to integrate with the EMNS at all Main Operating Bases.

  • Evidence of Compliance: Desktop Alert integration capabilities include the ability to integrate with all known DoD Giant Voice vendors such as ATISystems, Federal Signal, Coopers and more.

8.1.4. Smart Device Applications: which consists of the capability for notification and global positioning to alert targeted members/installations/sites within 20 miles of an event, and 100 miles if events escalate.

  • Evidence of Compliance: Desktop Alert is the only current DoD vendor that provides this capability for Smart Device Applications on iPhone, Android, Blackberry, Windows Phone and Kindle.

8.1.5. Cloud Solution: which consists of the capability to decrease the information technology (IT) footprint and provide significant savings, while improving end-users services and cybersecurity.

8.1.6. Hierarchical Infrastructure Notification Capability: which consists of connecting installations, MAJCOMs, FOAs, DRUs, and Headquarters Air Force (HAF) to provide rapid interoperable notification of an event.

  • Evidence of Compliance: Desktop Alert and numerous DoD partners have just successfully announced “Northern Command / NORAD, West Point Military Academy and the National Guard Successfully Conduct Bi-Directional Mass Notification Alerting Utilizing DTA Connect™” which utilized the cloud for cross-agency alerting.

8.1.7. Minimal Training: which consists of minimal training to begin immediate use of the system (i.e. web-based tutorials for personnel as needed).

  • Evidence of Compliance: Over a 10 year period, over 95% of all Desktop Alert MNS Systems at DoD have been installed remotely (no onsite engineers) and provided with QUICK START webinar training (no onsite training required) supplemented by digital training materials.

8.1.8. Dependent Access: which consists of allowing AF personnel the option to allow dependents to receive notifications.

  • Evidence of Compliance: All Desktop Alert DoD users are provided with a User Management Portal that allows for unlimited addition of dependents to receive notifications.

8.1.9. Turnkey: which consists of a system capable with minimal to no impact a seamless transition to an interim EMNS solution, reaching operational status in less than 90 days.

  • Evidence of Compliance: Desktop Alert has replaced existing and similar ip-based alerting systems with minimal impact and has continually reached operational status in less than 30 days.

8.2. EMNS shall be capable of providing both alert notification as well as confirmation of receipt of the notification

  • Evidence of Compliance: Desktop Alert provides all DoD clients with bi-directional alert receipt confirmations via a myriad of devices including SMS, phone, e-mail, desktop pop-ups, mobile devices and more supported by forensic reporting details.

8.3. Notification Requirements. Within 2 minutes or less after initiation, the EMNS must reach a target audience of 90 percent or more of on and off-installation personnel with specific protective action recommendations (mass warning) and 100 percent of assigned EM resources, including first responders, first receivers, and emergency responders (notification) (T-1).

  • Evidence of Compliance: When lives are at stake, seconds count. More so than any known approved DoD vendor, Desktop Alert has a proven track record cemented with verification from our DoD clients that our alerting platform delivers NAS alerts in under one minute to all logged in personnel. 8.3.1. Within 1 hour after initiation, EMNS should reach 100% of the on and off-installation personnel.

  • Evidence of Compliance: Repeatedly, Desktop Alert has met and exceeded such requirements with 100% of all of our DoD clients.

8.3.2. Alert notifications (i.e. Duress, Field Reporting, etc.) originating from personnel at off-installation facilities should strive to be initiated within two minutes of incident verification, after contact is made to local emergency response forces by dialing 911 (or equivalent emergency center).

  • Evidence of Compliance: Desktop Alert provides a sophisticated yet easy-to-use alerting extensibility to known or ‘unknown systems’. These known or unknown approved systems can integrate for bi-directional alerting with Desktop Alert via the Common Alerting Protocol, secure e-mail gateways, secure phone activations, software API’s and physical activation devices such as panic buttons or beacons. Our system exceeds this requirement mandate.

8.4. Personally identifiable information (PII). PII data in the EMNS database will be protected as required by all federal laws and regulations. Global Positioning System (GPS) data will only get accessed by the system to transmit notifications to personnel in the impacted area for the purpose of providing an emergency alert. All generated records and reports will be protected as FOR OFFICIAL USE ONLY and will be shredded/deleted IAW the records disposition schedule. GPS coordinates will only be collected from personal devices when the user voluntarily activates the location/GPS feature. All GPS coordinates will be automatically overwritten immediately after the notification.

  • Evidence of Compliance: Desktop Alert has submitted for a renewal DoD MNS and Mobile Application accreditation and certification to the Department of Air Force in mid-2015. Desktop Alert is one of only two companies worldwide currently approved on the DISA APL.
