Employment Tax Consultants (ETC) Co-founder Appointed to Maryland Commission to Study the Regulation of Payroll Services
Annapolis, MD (PRWEB) January 22, 2014 -- Following the failure of Bel Air, MD payroll firm, AccuPay, to remit their clients' payroll tax liabilities to the State, the General Assembly of Maryland established the Commission to Study the Regulation of Payroll Services (CSRPS).
As one of two public members appointed to the Commission, Shattuck relied on her work experience and payroll industry knowledge to objectively study the problem and make recommendations for preventing fraud by payroll service companies in the collection and payment of taxes. "It was a worthwhile experience" Shattuck says of the 3-month commission. "The government and private industry representatives readily agreed upon realistic recommendations that the State could implement in order to minimize the adverse impact unscrupulous payroll companies have on the State Treasury and on otherwise compliant employers."
After studying several proposals, the Commission recommended providing employers with better tools to monitor their payroll tax accounts and payments. Among these recommendations is an online verification tool to allow employers to view the amount of withholding tax remitted on their behalf, and a notice to employers of address changes. Shattuck believes that these, along with more effective employer education, will provide employers with the tools they need to protect their interests and to raise awareness of the need to do so.
After having administered Federal Tax Deposit (FTD) operations at the Internal Revenue Service, Shattuck left the agency to oversee federal payroll tax compliance at Automatic Data Processing (ADP). Upon her retirement from ADP in 2010, Shattuck co-founded Employment Tax Consultants, LLC (ETC) to put her unique blend of public sector and private industry experience to work for employers and payroll service companies nationwide. Under her leadership, ETC resolves payroll tax related penalties and problems for employers and provides training and consulting services for payroll companies.
