The new flare emissions monitoring ruling is expected to introduce an avalanche of data that many refineries are not currently prepared to manage. The EPA MACT proposal states that flare operators will have to take continuous readings on flare tip velocity, flow rate of assist media, heat content, total hydrocarbons, and other vent gas properties multiple times per hour from a variety of continuous monitoring systems, including (but not limited to) gas chromatographs, thermocouples, calorimeters, and THC monitors. These devices will generate a significant influx of data sets for refinery managers to process and document. EPA is also extending the requirements for visual emissions monitoring and recordkeeping.
