Steve Barringer, a partner in Holland & Hart’s Washington D.C. office, effectively counsels clients on environmental regulation and cleanup, legislative and regulatory strategy, and governmental relations. He provides advice on solid and hazardous waste management and disposal, water quality, federal and state “Right to Know” laws, federal and state cleanup requirements, federal and state regulation of the mining and energy extraction industries, environmental laws of Western states, federal and state regulatory relationships, climate change sustainable development, public lands and natural resources law, and the federal appropriations process.

A. John Davis III is a partner in the firm’s Salt Lake City office where he focuses his practice on energy and natural resources law, with an emphasis on oil and gas, mining, public lands, and alternative fuels. He assists and advises clients in acquisition, title, financing, easement and access, operational and environmental permitting, and compliance matters on federal, Indian tribal, private, and state lands, as well as NEPA compliance, land exchanges, and mineral property development. Davis provides legal advice as transactional counsel in acquisitions, divestitures, and mergers involving hard rock, industrial, potash minerals, and aggregate materials as well as oil and gas, oil sands, coal, and gilsonite properties in the United States and Canada.
Davis’s extensive experience in complex natural resources, environmental, and public lands litigation complements his transactional practice. His litigation experience includes CERCLA (Superfund) and hazardous waste litigation, as well as civil cases for oil and gas and mining clients.
Jack D. Palma II is retired and currently serving as of counsel in Holland & Hart’s Cheyenne office where he focuses his practice on natural resources and environmental law. Palma’s extensive experience includes work in federal and state public land law, NEPA, environmental regulatory compliance and permitting, oil and gas, minerals, and water. He has worked on environmental and regulatory permitting associated with coalbed methane development, as well as conventional oil exploration production, natural gas processing and pipeline facilities within Wyoming, and he has been an adviser to oil and gas producers, advising them on their day-to-day legal issues.
Lawrence J. Wolfe if of counsel in the firm’s Cheyenne office where he focuses his practice on Natural Resources Litigation, Environmental Litigation, Income Tax, Water Law, Litigation, State and Local Tax, Government, and Legislative and Regulatory Affairs.
He counsels industrial and extractive clients on tax and royalty litigation, and he has represented mining, oil and gas, and commercial clients in extensive litigation before Wyoming tax agencies and in court. In addition, Wolfe maintains an active governmental relations practice before Wyoming state agencies and the Wyoming legislature, as well as dealing with federal agencies and Congress.
