San Diego, CA (PRWEB) July 31, 2014 -- Cornerstone Publishing, LLC, the publisher of Prop 65 News, has established a professional discussion group on LinkedIn focusing on California’s Safer Consumer Products Regulations, also known as the Green Chemistry Initiative.
This new regulation is the most ambitious of a growing number of regulatory proposals seeking to systematically control toxic chemicals in consumer products. This new breed of regulations rely on the “precautionary principle” which states that chemicals must be proven to be safe and benign before they are introduced into commerce. The precautionary principle is widely accepted in the European Union, but has been disparaged by U.S. Chemical manufacturers and trade organizations. In the 1970s, the federal Toxic Substances Control Act grandfathered use of approximately 63,000 chemical substances into commerce without requiring safety testing.
California’s Green Chemistry program poses challenges for regulated companies and importers even now in the program’s infancy. While the regulations currently cover a handful of product categories, by 2016 it will move to full implementation for businesses not yet affected by the law. Between now and the full implementation date of the program’s regulations important rules about product categories, selecting safer chemical alternatives, testing and mandatory reporting will take shape. The complexity of the regulations makes it imperative to regulated companies to develop a compliance strategy as soon as possible.
Although the group focuses on the new regulation, which took effect last October, similar programs in other states such as Washington, Maine, Massachusetts, Connecticut and Minnesota are also discussed. Recent developments have indicated the path the regulations are taking is far from set in stone, and challenges to the regulations by trade groups is likely.
