IBTS Selected to Administer CDBG-DR Program for Cleveland County, Oklahoma
Ashburn, VA (PRWEB) June 02, 2016 -- Cleveland County, Oklahoma has contracted with the Institute for Building Technology and Safety (IBTS) as sub-recipient for their CDBG-DR program for the 2014-2017 funds received for disaster relief efforts. IBTS will be responsible for program delivery and general administration. IBTS’s expertise in the area of CDBG-DR grant administration will ensure that national regulations are met.
“IBTS is excited to assist Cleveland County, OK with their CDBG-DR program,” said Steve Traina, Program Director. “With projects underway, IBTS will ensure that program compliance is met and funds are maximized.”
In the area of program delivery, IBTS responsibilities include program oversight for engineering and construction activities for compliance, contractor change orders, monthly Davis-Bacon compliance monitoring, contractor payment application approvals, as well as review of environmental studies, submission and HUD approvals for identified projects.
As for general administration, IBTS will handle complete oversight of compliance of eligibility of activities, meeting CDBG program national objectives, identification of how activity addresses a need from the disaster and prevention of benefit duplication from all sources. Additionally, IBTS will perform monitoring and oversight for procurement and performance review, technical assistance, internal audit functions, reports to prevent fraud, abuse and mismanagement of funds and monitoring standards and procedures.

IBTS will have an onsite representative to carry out all responsibilities outlined in their agreement with Cleveland County. This expertise will ensure that the CDBG-DR program successfully meets regulations and projects are completed with awarded funds.
