Innovative Analytics and Training, LLC Welcomes John C. Baker
Washington, DC (PRWEB) April 22, 2015 -- John C. Baker has joined Innovative Analytics and Training, LCC (IAT) to take a leading role on managing and expanding IAT’s practice involving the analysis of commercial satellite imaging markets and regulation and a broader slate of geospatial policy issues.
Until recently, John was a distinguished analyst at the Homeland Security Studies and Analysis Institute (HSSAI), where he focused on leading HSSAI studies with the Transportation Security Administration and other Department of Homeland Security components, including the Office of Intelligence and Analysis (OIA) and the U.S. Coast Guard. His responsibilities included working with government clients and leading analytic efforts that involved risk assessments, threat analyses, and operational analysis on various homeland security issues.
Previously, John led and contributed to analytic studies at the RAND Corporation, where he focused on assessing the security implications of high-resolution commercial observation satellites and analyzing the sensitivity of geospatial data. Along with Kevin O’Connell he was a co-editor of Commercial Observation Satellites: At the Leading Edge of Global Transparency, which was jointly published by RAND and the American Society for Photogrammetry and Remote Sensing (ASPRS). Since then, he has expanded his focus on overhead imaging to include unmanned aircraft systems.
Earlier, John was a staff member at the International Institute for Strategic Studies (IISS), the Space Policy Institute at the George Washington University, and the Brookings Institution. He also worked on arms control and treaty monitoring issues at the Pacific-Sierra Research Corporation.
“John’s arrival at IAT recasts the partnership that we have had for over two decades on the economic and national security aspects of commercial imagery and other geospatial sensors,” said IAT CEO Kevin O’Connell. “John’s continuing focus on these and other analytic and risk management issues come at a critical time for the nation in dealing with the effects of transparency as the foundation of governance and national security.”
John possesses over thirty years of experience as a manager and analyst at these research centers and private firms working on national security issues. He is the author or coauthor of books, monographs, and articles on commercial observation satellite issues, as well as other national security and homeland security questions. He has a B.A. degree from American University and a M.Phil. degree in Political Science from Columbia University, both focusing on international security issues.
