LeClairRyan’s Lee Goodman Appointed to Federal Election Commission
Washington, D.C. (PRWEB) September 27, 2013 -- LeClairRyan announced that Lee E. Goodman, a shareholder based in the firm’s Washington, D.C. office, and chairman of its Election Law and Campaign Finance practice, was nominated by President Barack Obama to serve as a Commissioner on the Federal Election Commission (FEC) and was unanimously confirmed this week by the U.S. Senate.
The FEC is made up of six members, three Democrats and three Republicans, to administer the Federal Election Campaign Act. President Obama nominated Goodman to a Republican seat upon the recommendation of Senate Republican Leader Mitch McConnell. Goodman is preparing to transition to the FEC upon the President’s formal appointment, expected in October.

David A. Warrington, a partner based in LeClairRyan’s Alexandria, Va. office, will chair the practice group upon Goodman’s departure. Most recently, Warrington and Goodman represented a 2012 Republican Presidential candidate during the primaries, as well as a number of federal and state candidates, and political action committees.

The FEC administers and enforces the Federal Election Campaign Act (FECA) - the statute that governs the financing of federal elections. The duties of this independent regulatory agency include disclosing campaign finance information, enforcing the provisions of the law such as the limits and prohibitions on contributions, and overseeing the public funding of Presidential elections.
During his eight years at LeClairRyan, Goodman advised clients on compliance with federal and state campaign finance laws, election administration rules, Internal Revenue Service restrictions on non-profit political activity, ethics and lobbying rules, pay-to-play and procurement lobbying regulations, FCC political broadcasting rules, voting rights, and related laws.
Goodman has also served as legal counsel and policy advisor to the Governor of Virginia, counsel to the Attorney General of Virginia, Special Assistant Attorney General of Virginia, and chief advisor to the Chairman of the Congressional Advisory Commission on Electronic Commerce. He has served as General Counsel to the Republican Party of Virginia and has represented four presidential campaigns in the 2008 and 2012 national elections.
