Lucent Group Gets Green Light for Lincolnshire Lakes Development
Isle of Man, UK (PRWEB UK) 23 October 2014 -- Lucent Group (Lucent), the strategic land assembly and land development specialist, announced that it has secured outline planning permission from North Lincolnshire Council to develop two new villages at Lincolnshire Lakes. The North Lincolnshire Council Planning Committee approved the proposals today (Wednesday, October 22), and planning permission will be granted subject to a Legal Agreement.
The major mixed use scheme on the outskirts of Scunthorpe will bring the following benefits to the North Lincolnshire area:
- provide 3,000 high quality new homes and two new village communities with excellent public amenities and leisure facilities
- enable Scunthorpe United FC to submit its own plans for a new stadium
- improve flood defences for Burringham, Gunness and other existing communities
- create local employment opportunities, with an estimated 4,000 new jobs, and accelerate regional inward investment
Lucent’s proposed development, to the west of Scotter Road, will include a new primary school to meet the needs of families in the area; a youth centre; a community centre; an integrated health centre; and commercial space.
Each village will benefit from local shops, amenities and public spaces, and a network of walking and cycling routes along tree-lined streets which will connect the villages. In addition, the development will provide attractive natural landscapes, wetlands, parkland, play areas and sports pitches for recreational pursuits.
A detailed planning proposal relating to major highways infrastructure for the development has also been approved by the council. This will see the construction of a new junction to the M181 and an east-west link road.
Included within the overall proposals are substantial flood mitigation measures that will improve the flood defences for the existing villages of Burringham and Gunness while contributing to protection for Lincolnshire Lakes residents to a standard well above the minimum requirement of insurers and allowing for climate change for the next century.
These proposals include reinforcement of the existing flood defence earth bank on the River Trent with steel piling and improvement to existing pumping station facilities at Burringham.
The Environment Agency was consulted throughout the master planning process and has written to North Lincolnshire Council to formally record that it has no objections to Lucent’s proposal for Lincolnshire Lakes.

We believe the proposals will set a new benchmark in design quality for the area and provide villages that create a strong sense of community life while boosting the prosperity of the area through infrastructure improvements and job creation.”
The development forms part of the overall Lincolnshire Lakes project, one of the largest development investment opportunities in the country. Forecast to provide 6,000 new homes, the scheme will accelerate regeneration and inward investment opportunities in the area. Lucent estimates that the scheme will create 4,000 jobs.
Overall the Lincolnshire Lakes project will provide local infrastructure to support the South Humber Gateway project which is a £3 billion investment over the next 10 years to create the UK’s largest deep water port.
North Lincolnshire Council’s Core Strategy forecasts that more than 12,000 new homes will need to be built in North Lincolnshire between 2010 and 2026 to meet existing demand – this is equivalent to 754 homes every year. Additional pressures from the realisation of the South Humber Gateway project could create the need for more than 17,350 new dwellings over the plan period or almost 1,100 dwellings per year.
Scunthorpe United Football Club is preparing proposals for a new stadium which will be integrated with Lucent’s scheme. Design and planning work is underway and a planning application for the football club scheme is expected by the end of the year. Lucent is working closely with the Club’s advisors to support the evolution of the proposals.
The two new villages that will incorporate the initial 3,000 homes have been designed by award winning architects Allies & Morrison to create a traditional village feel with a distinctly modern identity, providing a focus for the new communities.
