Marijuana Legalized in Oregon: Measure 91 Passes in Historic Victory- CMS Reports
Portland, OR (PRWEB) November 05, 2014 -- Measure 91 passes in Oregon, making it the third state to legalize marijuana for recreational use. According to the measure, the state government will have until January 1, 2016 to create a system to tax and regulate the sale of recreational marijuana. The state will still need to create rules and then begin the licensing of businesses to sell to legal marijuana.
The passage of Measure 91 is a major win for its supporters, who previously attempted to pass a similar measure in 2012. In the new law, anyone 21 or older will be able to posses up to 8 ounces of marijuana and grow a maximum of 4 plants.
According to the OMMC Clinic LLC, a statewide Medical Marijuana Certification Clinic, patients are expected to continue to apply for medical marijuana cards in record numbers and are expected to continue doing so. Chris Campagna, owner of the OMMC Clinic LLC, and supporter of Measure 91, commented that “many people now realize how long it will take for the first recreational sales to take place, and there are additional benefits of the Oregon Medical Marijuana Program”.
On March 3, 2014, Oregon launched its Medical Marijuana Dispensary Program and started licensing dispensaries statewide; the program continues to thrive and mature. Although recreational marijuana is now legal, individuals are still unable to purchase it for what is scheduled to be at least 13 months. The state's vast network of medical marijuana dispensaries are still the only option for medical patients to purchase marijuana at this time.
In addition, the Oregon Medical Marijuana Program currently allows cardholders to use cannabis in 6 other states, in all of which recreational use of marijuana remains illegal. Medical cardholders are able to grow and possess three times more medical cannabis than a recreational user in the State of Oregon. Medical marijuana is also more cost effective for medical patients as it does not follow the same recreational tax structure.
Marijuana legalization is a major win for all marijuana supporters in the State of Oregon. Now the state has one year to create laws and implement regulatory standards. At this time, it is unclear what this means for Oregon residents until the process has been completed. For the time being, medical marijuana patients will continue to consult their medical marijuana physician for treatment of debilitating conditions, and recreational users will begin to legally use marijuana.
