NCPA Partnering With Beacon Hill Institute on Tax Policy Reform
Dallas, Texas (PRWEB) January 20, 2015 -- The National Center for Policy Analysis (NCPA) is entering a long-term contract with the Beacon Hill Institute for Public Policy Research (BHI) to expand the research offered by its Tax Analysis Center. The Tax Analysis Center aims to provide objective, empirical research on the effects of U.S. federal and state taxing and spending on the economy and to propose reforms that will measurably improve the lives of all Americans by raising the rate of economic growth, resulting in employment and income growth
“The NCPA is thrilled to work with Dr. David Tuerck and The Beacon Hill Institute by way of the Tax Analysis Center, which will provide a dynamic analysis of policy initiatives and proposals,” says NCPA President and CEO Allen West. “The Tax Analysis Center will go beyond the current ‘static’ system of analysis enabling NCPA and BHI to uncover the second, third, and fourth order effects of tax and other fiscal related policy on individual and market related behavioral responses.”
The Tax Analysis Center will:
• Examine the existing U.S. tax system and its effects on the U.S. economy, projected spending under current federal entitlement and spending programs, and the implied tax burdens necessary to finance those programs;
• Identify and analyze the effects of major tax and associated spending reforms before Congress, proposed by leading candidates for president in 2016, or with significant public support; and,
• Identify and propose pro-growth tax and/or spending reforms.
“There has never been a time when analyses of this kind were more urgently needed,” says BHI Executive Director David G. Tuerck. “The next election cycle will produce widely conflicting tax policy proposals, some aimed at promoting economic growth and others at leveling the distribution of income. Voters and policy makers considering these proposals will need to understand the full range of their effects. We at BHI appreciate the opportunity to assist the NCPA in making these effects known to the public.”
Included in the analyses to be performed by BHI in its work for the NCPA are a proposed federal flat tax and various proposals to reform the federal corporate income. Other proposals of interest are the President’s just-announced plan to raise taxes by $320 billion over the next ten years, a tax on financial transactions and a tax on carbon.
