Multiply these challenges across locations, cultures, varying work practices, time zones and local agendas, and the scope of the task gets much, much more complex. In essence, delivering reliable commitments requires:
1. A common understanding of capacity
2. A common understanding of the work to be done
3. A process / mechanism to reconcile the two
