New Report on Challenges Facing Democratic Militaries Battling Enemies with No Respect for Life or Law to Be Released Feb. 2
Washington, D.C. (PRWEB) January 28, 2016 -- On February 2, the international High Level Military Group (HLMG) will release an in-depth report detailing the challenges posed by non-state actors and terrorist organizations that not only disregard, but exploit and skew the narrative on the humanized rules of war followed by democratic nations. The roundtable launch event, open to the press, will be held 12:30-1:30 p.m. at the Council on Foreign Relations (CFR).
This unique new report, which provides insight into fighting irregular forces and takeaways applicable to modern conflicts, looks into a number diverse case studies of non-state forces ruthlessly abusing the protections of the Law of Armed Conflict (established in the wake of World War II). The study details these actors’ disregard for the law or civilian life, while democratic armies adhere and often exceed the stipulations of the law under gravely difficult circumstances, in some cases hamstringing their own effectiveness. The study also notes the new nature of global media and its powerful effect on the political narratives around warfare.
What: A roundtable made up of several authors of the study, which include top-level retired senior military officers and foreign affairs officials from democratic countries, will share the report’s compelling findings and highlight trends it uncovers. The will discuss military effectiveness and norms of warfare in the current fight against terrorism.
