A report issued in November by the Armed Forces Health Center Surveillance states that to combat the steep rise in motorcycle accident deaths, the Department of Defense in 2009 began requiring military members interested in owning a motorcycle to enroll in a motorcycle safety program.
According to another study by the Rand Corporation, the main difference between the military and civilian population is the proportion of military crash fatalities on motorcycles. In the United States, motorcycle accidents account for about 15 percent of fatal traffic accidents. In all branches of the military, 35 to 40 percent of traffic accident deaths are caused by motorcycle crashes. The study reported that military members are much more impulsive than civilians and that 78 percent of military members admit to seeking a high degree of sensation or thrills compared to 27 percent of the civilian population.
