CHESHIRE, Conn. (PRWEB) April 30, 2018 -- Today, Monday, April 30, 2018, the Public and Affordable Housing Research Corporation (PAHRC) at HAI Group will participate in a Congressional Briefing on Capitol Hill beginning at 10:00 am to 11:30 am in the Rayburn House Office Building, Room 2168, ‘The Gold Room’. The briefing is being held to discuss the findings from Performance Measures in the MTW Program, a study providing the first ever attempt to quantify the impact of these efforts across MTW agencies and through a quasi-experimental design, compare them to outcomes for a similar set of peer agencies that are not part of the MTW program, but similar in service population, rental market, and size. MTW agencies will also discuss innovations at their agencies during the briefing.
The study, being the very first of its kind, was produced at the request of the MTW steering committee, the Council of Large Public Housing Agencies (CLPHA), the Public Housing Authorities Directors Association (PHADA), and the National Association of Housing and Redevelopment Officials (NAHRO) and was conducted by Abt Associates.

Findings from Performance Measures in the MTW Program describe the difficulties in measuring the overall impact of the MTW program and initial results. The study finds that while there is great variation among MTW agencies, the group as a whole is doing better than their peers on outcomes related to the statutory dimensions of the MTW program; increasing housing choice and improving self-sufficiency. On other dimensions of performance, MTW agencies are performing relatively similar to their peers. Finally, MTW agencies sometimes report slightly lower performance outcomes in areas that represent trade-offs between policy goals, but as a whole they meet the requirements of the public housing program, even though they are not required to do so.
