Quality Indicator Process in Food Service: Tools to Use in Implementing Quality Measures
Durham, NC (PRWEB) July 22, 2015 -- The Quality Indicator Survey (QIS) is probably the most comprehensive regulatory change to the nursing home survey process since the enactment of Omnibus Budget and Reconciliation Act (OBRA). After a decade of development, the Centers for Medicare and Medicaid Services (CMS) started the rollout in 2007 nationally. Ever since, the QIS has brought a fundamental change in the assessment of compliance, care delivery and quality of life indicators.
Over the years, the CMS have implemented various quality initiatives to ensure that Medicare beneficiaries receive quality healthcare through accountability and public disclosure. According to an Oxford Journal study prepared for CMS, the quality could be measured in terms of:
• Structures (S)
• Processes (P)
• Outcomes (O)
Where the structural measures are organizational characteristics associated with the provision of care; process measures are those characteristics of things done to and for the residents. While outcome measures are those desired states that you would or wouldn’t like to achieve for the resident.
Skilled nursing facilities (SNFs) and nursing facilities (NFs) need to be compliant with the requirements of 42 CFR Part 483, 483, to receive payment under the Medicare or Medicaid Program. A 2010 survey showed that almost 40% of 15,000 facilities registered under long term care failed to meet the 42 CFR bases.
