Advanced Systems, Inc. The firm’s new owner is former chief operating officer, Scott Larkin LCDR 1630 USN (Ret.), who now assumes the positions of president and chief executive officer.
“With my new responsibilities, I will assume all primary fiduciary responsibilities for the firm. I will continue to oversee all operational and administrative functions and define ASI’s overall corporate strategy,” said Larkin.
After joining ASI in 2008 as its chief operating officer, Mr. Larkin's leadership grew the firm, during the nation’s lengthy period of severe economic and industry retrenchments. He played a central role in boosting annual revenue growth by 200% over four years. In 2013 he spearheaded win rates that produced positive outcomes on 40% of all proposals, 100% of all IDIQs, 100% of all option renewals, and 60% of all subcontractor proposals.
Mr. Larkin’s introduction of financial procedures generated significant account management and payables gains. He ensured the firm’s success as a provider of IT services, to Department of Defense (DOD) and Federal agency customers across the U.S. and through overseas deployment of personnel.
Prior to his arrival at ASI, Larkin rose to a director-level management position at Pragmatics, Inc., which provides IT services to DOD and Federal agency customers in the Washington, DC metro area. His responsibilities encompassed information assurance, operations, large/global accounts operations, IT services, program management, data systems security, and engineering.
Before this Mr. Larkin worked for Command Technologies, Inc., a professional and technical services firm providing systems engineering, technology applications, and network support. In his role as a professional analyst, he delivered services to the DIA Central Measurement and Signals Intelligence Organization. He also led the team furnishing enterprise-wide architecture and web development services to the Federal Housing Finance Board.
Preceding Mr. Larkin’s move over to the commercial side, he served in the U.S. Navy. During a decorated twenty year career, he served as a U.S. Navy Surface Warfare Officer, from which he gained his background in highly sensitive data, cyber security, and management.
Mr. Larkin holds a Master of Science degree in Computer Information Systems and a Bachelor of Science degree in Biology. The certifications, which he has earned since leaving the Navy, include Project Management Professional (PMP), Certified Information Systems Management Professional (CISM), Certified Information Systems Security Professional (CISSP), Information Systems Security Architecture Professional (ISSAP), Information Systems Security Management Professional (ISSMP), Security+, Server+ and NSA-IAM.
