• “Federal Law No. 96-FZ of May 4, 1999, on Protection of the Air”, as last amended by “Law No. 396-FZ of December 28, 2013,” revised the requirements related to emissions control and abatement equipment.
• “Government Decree No.228 of March 24, 2014 on State Control Over Consumption and Use of Ozone Depleting Substances” introduces compliance dates for implementing bans on use and import of ozone depleting substances.
• “MNR Order No.792 of September 30, 2011 on Approval of Procedure for Keeping of the Federal Waste Classification Cadaster” came into force on August 1, 2014. It replaces prior legislation relating to the Waste Catalogue.
• “Government Decree No.712 of August 16, 2013 on The Procedure for Preparation of Waste Passports for Wastes of Class I-IV Hazard” came into force as of August 1, 2014 and revises the procedures and documentation relating to waste passports/manifests.
• “Federal Law No 416-FZ of December 7, 2011 on Water Supply and Effluents Discharge,” as last amended by “Law No. 200-FZ of June 28, 2014” includes requirements relating to approval of norms of permissible discharge that will be in force starting January 1, 2015.
• “Decree of GosGorTekhNadzor No.101 of March 12, 2013 on Approval of Safety Rules in the Oil and Gas Industry” replaced “Decree of GosGorTekhNadzor No. 76 of June 9, 2003, PB 03-605-03, Safety Rules for the Setting Up of Vertical Cylindrical Steel Storage Tanks for Oil and Oil Products,” with minor modifications.
• “Federal Law No. 426-FZ of December 28, 2013 on Special Assessment of Working Conditions,” as amended by “Law No. 160-FZ of June 23, 2014,” replaced prior legislation and contains detailed lists of factors to be assessed.
• “RosTekhNadzor Order No.533 of November 12, 2013 on Approval of Rules and Standards in Industrial Safety, Industrial Safety of Hazardous Facilities where Lifting Cranes are Used,” replaced the prior “GosGorTekhNadzor Order No. 398 of December 31, 1999.” The new Order modifies the requirements for hoisting and lifting equipment.
• “Government Decree No. 272 of April 15, 2011 on Approval of the Rules for Goods Transportation by Vehicles,” as amended by “Decree No. 1208 of December 30, 2011,” implements the requirements of the “European Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR)” for travel in specific areas within the Russian Federation, including urban, suburban and intercity areas, as well as for transboundary transport of dangerous goods.
• “Order No. 781 of RosTekhNadzor of December 26, 2012 on Approval of the Methodical Guidelines on Developing an Emergency Response Plan at Facilities that Use Explosive and Combustible Substances and Chemicals”; “Government Decree No.492 of June 10, 2013 on Licensing of Activity for Operation of Fire and Explosion and Chemical Hazard Industrial Facilities of Hazard Class I, II and III,” as amended by “Decree No.344 of April 15, 2014”; and “RosTekhNadzor Order No. 714 of December 12, 2012 On Approval of the Administrative Procedure of Licensing by RosTekhNadzor of Requirements to Operate Fire and Explosion Hazardous Facilities,” revise the requirements related to hazardous facilities, including those relating to licensing of fire and explosion hazardous facilities, formerly licensed separately.
