Highlights of selected legislation covered in the newly updated protocol include:
• Regulation No. 517/2014 of the European Parliament and of the Council of 16 April 2014 on Fluorinated Greenhouse Gases and Repealing Regulation (EC) No 842/2006 was added. This Regulation requires operators of equipment containing fluorinated greenhouse gases to take every precaution to avoid any leakage and to ensure that equipment is regularly checked for leaks. Producers, importers, exporters, users of feedstock and businesses that destroy F-gases must report annually to the Commission. Importers of F-gases equipment must do the same and from 2017 provide evidence that the quantities of HFCs in their imported equipment are accounted for.
• "Royal Decree 840/2015 of 21 September 2015, on Risks Inherent to Major Accidents Involving Dangerous Substances" addresses emergency preparedness and response requirements pertaining to major accidents, and specifically in relation to facilities that store specified types and quantities of dangerous substances. It transposes into Spanish domestic law the requirements of "Directive 2012/18/EU" also referred “Seveso III.” It further specifies country-specific administrative details such as compliance schedules. This "Royal Decree" repeals and replaces "Royal Decree 1254/1999."
• "Royal Decree 110/2015, of 20 February 2015, on Waste Electrical and Electronic Equipment (WEEE)" transposes the contents of "EU Directive 2012/19" into Spanish law. This "Decree" regulates the prevention and reduction of adverse impacts of the generation and management of "WEEE" on human health and the environment, and determines the objectives for collecting and processing this waste and procedures for proper management, traceability, and accounting.
• "Royal Decree 180/2015, of 20 February 2015," which regulates the transfer of waste within the territory of the State, updates requirements for shipments of waste between autonomous communities for recovery or disposal, including transfers to facilities which carry out interim recovery or disposal. It repeals and replaces multiple articles of "Royal Decree 833/1988."
• "Royal Decree 337/2014 of 9 May 2014, Approving the Regulation on Technical Conditions and Safety Guarantees in High Voltage Electrical Installations" approves an update of the Regulation on technical conditions and safety guarantees in high voltage electrical installations, including its Complementary Technical Instructions ITC-RAT 01-23. It applies to electrical installations operating at three-phase alternating current frequency below 100 Hz service, with the effective nominal voltage between phases greater than 1 kV.
