Volume Two of ‘The Trail of Diplomacy’ Unveiled
OCALA, Fla. (PRWEB) March 04, 2015 -- As a diplomat and historian, author Odeen Ishmael has been an active participant in conducting diplomatic relations between Guyana and Venezuela. In the second volume of his three-part documentary, “The Trail of Diplomacy” (published by Xlibris), he continues the history of the Guyana-Venezuela border issue from where Volume One left off. Ishmael’s recently released book describes Venezuela’s dissatisfaction over the internationally arbitrated boundary award of 1899, subsequently leading to that country unilaterally declaring it in 1962 as being “null and void.”
The volume further examines the evolved political events, including the sporadic Venezuelan infringements of Guyana’s territorial integrity and the pursuit of diplomacy by both countries, resulting eventually in 1966 to a formal agreement at Geneva aimed at seeking a practical settlement of the “controversy” arising from Venezuela’s contention of the nullity of the arbitral award. A subsidiary protocol to suspend the search for a settlement was signed in Port of Spain in 1970, but the succeeding 12-year period was characterized by a succession of bilateral political interplay, resulting in Venezuela’s decision to terminate this pact in 1982.
As a documentary history, this publication brings to light numerous historical documents, previously not widely available, and reveals the diplomatic actions by Venezuela, Great Britain and Guyana during much of the twentieth century. “This history is appropriate at the current time since the border controversy currently existing is raised from time to time by the Venezuelan, Guyanese and even the international media,” Ishmael adds.
