Washington DC based ADVI Welcomes Partner in Prominent Coverage Chief
Washington, DC (PRWEB) February 28, 2014 -- Prior to joining ADVI, Dr. Jacques served as Director of the Coverage and Analysis Group (CAG) within the Center for Clinical Standards and Quality (CCSQ) at the Centers for Medicare and Medicaid Services (CMS). Jacques will begin with ADVI on March 1, 2014.
During his 10 years as Director of CAG and its Division of Items and Devices, Jacques implemented Coverage with Evidence Development (CED) providing an innovative pathway to national coverage for certain services under the Medicare program. He also co-created the parallel review pilot between CMS and the Food and Drug Administration (FDA), was responsible for changes to Medicare coverage in FDA IDE trials, co-authored over 60 Medicare National Coverage Determinations (NCD) on topics such as molecular testing, implanted devices, preventive services and drugs and biologics, and developed program oversight of the Local Coverage Determination (LCD) process.
Prior to serving at CMS, Dr. Jacques practiced medicine as an attending physician for almost 20 years and was an Associate Dean at Georgetown University School of Medicine.
“Having Louis at ADVI enhances our already significant understanding of the people, processes, and politics underlying Medicare national and local coverage, the collaboration between FDA and CMS, and the partnership between private payers and government,” said Marc Samuels, ADVI CEO. “Given Louis’ unique experience collaborating with FDA from within CMS, he will effectively lead ADVI's clients through pre-launch clinical trial development and the measurement of clinical effectiveness and utility; he will enhance our work to guide clients through today's unprecedented transformation in health care delivery and financing as ‘pay for value constructs’ will require evidencing value and tying remuneration of our client's offerings to the evidencing of that value.”
Jacques said “ADVI has a unique and deep expertise in translating its life science, service, digital health, and managed care client business imperatives into the language and framework of public and private payers. I have known Marc Samuels and others on the ADVI team for over 10 years. They have been at the forefront of the most seminal coverage, payment, innovation and reform decisions or initiatives before CMS and its contractors. The firm’s advice is top notch and I look forward to working with my new colleagues to further guide ADVI clients through these transformational times.”
Dr. Jacques is a graduate of Georgetown University and The University of Maryland School of Medicine.
