With language capability in both Mandarin Chinese and French, Carrie also led international initiatives for the Rockford Area Economic Development Council from 2008 through 2015. This included administration of the region’s Foreign Trade Zone, export development consulting on behalf of the International Trade Center, and leading initiatives to attract Foreign Direct Investment from China and Western Europe that resulted in over $50 Million in new capital investment from foreign companies in the Rockford region.

- Led aerospace cluster development strategy, including initiatives focused on branding, workforce development, business development, supplier development, innovation and business recruitment

- Administered federal Foreign Trade Zone program which allows direct import of foreign product; increased activated sites by 50% in first year resulting in 32% revenue growth, saving companies up to $2 Million in annual duties & fees
- Provided consulting services to 100+ companies on export compliance (including ITAR, EAR and OFAC training), market research, trade finance and logistics directly resulting in $17+ Million in client export sales
