        <![CDATA[  <P>At a meeting on the 25th February Igor Shchegolev, Communications Minister of the Russian Federation declared that &quot;the most promising developments in Russian Free and open source software (RFOSS) must be selected and then we must focus on them&quot;. The software services distribution company VDEL welcomes this move, and believes that this Russian government backing for free and open source software will ensure increased access to global markets and networks in the region through the adoption of new open standards and methodologies. A previous round-table discussion on IT-security on the 11th of February in Moscow had resulted in the refusal by major Russian developers and integrators to endorse a creation of a closed Russian operating system at the Russian Parliament&#039;s Committee bidding, and also underlined the importance of open source development.
