The Pentagon has recently announced that its Working Group’s study, offering recommendations on how best to implement the potential repeal the “don’t ask, don’t tell” policy that bans openly gay men and women from serving in the military, will be released on November 30, 2010, one day earlier than previously scheduled. The report is expected to inform debate on a likely Senate vote on the National Defense Authorization Act, the defense appropriation bill containing language that would enable the Pentagon to repeal “don’t ask, don’t tell” next year. In light of these developments, representatives from OutServe, a leading organization representing gay active duty and reserve service members, will be available for interviews and media appearances.

New research has found that lesbian, gay, bisexual, and transgender (LGBT) youth who do not conform to societal gender norms have compromised mental health that is clearly linked to the bullying and harassment they receive in school. The study, to be published in the November 2010 edition of Developmental Psychology, is the first to thoroughly analyze the relationship between the victimization suffered by gender non-conforming LGBT students and their psychosocial adjustment as young adults.

Today the Palm Center released a statement following the failed Senate vote (56-43 against ending debate) that did not overcome a Republican-led filibuster on the National Defense Authorization Act (NDAA) of Fiscal Year 2011. “Discharges and discrimination will continue because of today’s vote in the Senate. This was not just a vote on whether to end a filibuster. This was a vote on the Senate floor on whether to end discrimination against gays and lesbians in the U.S. military,” stated Christopher Neff, Deputy Executive Director of the Palm Center.

'Don't Ask, Don't Tell' Expert Available in DC Through Senate Vote

Washington, DC — Next week, the Senate will vote on the National Defense Authorization Act (NDAA). The NDAA contains language previously passed by the House, which would allow the Pentagon to repeal “don’t ask, don’t tell” next year, thus granting gay and lesbian service members the right to serve openly. Christopher Neff, Deputy Executive Director of the Palm Center, will be in Washington, DC on September 14 and available for media briefings and interviews regarding the upcoming vote. Mr. Neff is a longtime gay rights activist and one of the country’s leading experts on “don’t ask, don’t tell.”

Lesbian, gay, bisexual and transgender (LGBT) students too often face a hostile and unsafe school environment that can result in lower educational outcomes and higher rates of depression and suicide. At the same time, many school administrators, teachers, and educational support professionals do not have the resources or the institutional support to adequately address LGBT-related issues and concerns. At this event, the authors of a new report on the subject will present a menu of recently developed policy recommendations and model legislation designed to address the range of problems that remain. In addition, other panelists will provide an overview of current state and federal safe schools laws, forecast new initiatives in the coming year, and discuss the compelling need for schools to take affirmative steps that can benefit everyone within the K-12 education community.

Yesterday, White House spokesman Robert Gibbs said it was 'odd' that the Department of Justice defended a brief using quotes from Gen. Colin Powell’s 1993 testimony about don’t ask, don’t tell, as Powell has since publicly changed his perspective. The same brief, filed last week by Assistant Attorney General Tony West, also mischaracterized the statements of two expert witnesses, Dr. Aaron Belkin and Dr. Nathaniel Frank representing the Palm Center, a think tank at the University of California, Santa Barbara which conducts research about gay military service in the U.S. and abroad.
